BACKGROUND: The IRC is one of the leading providers of high-quality programming for refugees resettling to the United States. Throughout the U.S., the IRC helps to create opportunities for refugees to survive and thrive in America through a network of resettlement offices and three offices privately administering statewide or regional refugee programs. The Kansas Office of Refugees (KSOR) was established in July 2016, to administer the Kansas Refugee Program, including statewide coordination, outreach, and refugee-focused funding opportunities.

SCOPE: The Kansas Office for Refugee (KSOR) administers statewide Employability Services programming through sub-award partnerships in Wichita, Kansas City, and Southwest Kansas. As part of the KSOR team, the Financial Capability Services Department VISTA will assist the IRC’s Center for Economic Opportunity (CEO) in becoming a licensed Kansas non-profit lending institution by supporting direct service partners to implement CEO’s model locally, including its lending products and financial coaching programming.

Reports to the Statewide Refugee Coordinator and also work closely with CEO staff supervision


  • Research requirements and regulations for CEO to become licensed as a non-profit lender in Kansas; support in the preparation of the application and establish protocols and structure to ensure compliant ongoing operations
  • Research most pressing community needs in relation to access to affordable credit products in state against all project focus areas
  • Provide training, site visits, and technical support to partner lending organizations in Kansas
  • Work with Credit Builder’s Alliance to develop Kansas-specific resources, including training and soft inquiry credit pulls for educational purposes
  • Develop tools, curricula, webinars, and other training materials to support the onboarding of new partners and financial coaches
  • Support the development of an activity log to track each instance of support to resettlement agencies in project focus areas
  • Improve existing borrower data trackings strategy, system, and protocols
  • Identify software integrations, administrative enhancements to support statewide scale
  • Other duties as assigned

  • Bachelor’s degree preferred
  • Ability to prioritize and manage time efficiently
  • Excellent verbal and written communication skills
  • Proficient in Microsoft Office applications (Word, Excel, Outlook, etc.)
  • Strong interpersonal skills and ability to collaborate effectively with a variety of stakeholders
  • Previous experience with graphic design, training development, and adult education is a plus
